in the Consolidation Bill by redrafting section 13 so as to require the executor to do what the deceased himself should
have done.

At the same time the matter is now considered
to be of less importance since most local companies are now
paying dividends, and section 6 of the Stamp Amendment
Ordinance No.6 of 1929 requires registration as a general
rule before the dividend can be paid. Accordingly although
I should prefer to retain the section as amended I am
prepared, should you so desire, to omit it when introducing
the Consolidation Bill.

In section 15 the words 'leasehold property'
have been substituted for the words 'any property consisting
of land' because the tenure of local landed property in
personal ownership is leasehold, but the word 'land' will
be substituted for 'leasehold property' if that is preferred.

It is my intention to introduce a Bill to
consolidate this Ordinance and the Estate Duty Ordinance,
1915, as soon as His Majesty's pleasure is known in the
matter. This Bill has been drafted and copies of it are
enclosed for your consideration.
